The Town of Amherst, Massachusetts (the “Town”), is seeking proposals for the sale of a 13-acre undeveloped parcel of land owned by the Town, located off Olympia Drive, Amherst, Massachusetts (the “Property”), and the development of affordable housing units on the Property, which shall be sold by the successful proposer to eligible purchasers.
The Town intends to sell the Property at nominal consideration for the construction and development of a minimum of 34 housing units for sale to low and moderate-income households, with a certain percentage of units being available for sale at market rates. The sale of the Property is contingent on Town Meeting authorizing the conveyance, among other conditions.
The Property lacks the frontage required under the Town’s Bylaws. It is anticipated that the proposer would obtain a Comprehensive Permit under G.L. c. 40B (or seek other zoning relief) to proceed with the project contemplated by this RFP. The Town will reimburse the successful proponent at the closing for costs incurred by the successful proposer in obtaining the approvals necessary to develop the contemplated project, up to a maximum of $135,000. It is anticipated that the successful proposer will be required to improve a roadway in accordance with the Town of Amherst’s subdivision rules and regulations to provide access to the Property.
The purpose of this RFP is to select a developer who can demonstrate the experience and capacity necessary to develop the Property in conformance with this RFP and to achieve the highest degree of affordability to low and moderate income families.
