The Commission shall carry out its duties according to M.G.L. Chapter 40 Sec. C and as written in the Amherst Local Historic District Bylaw approved as Article 27 on May 21, 2012 at the 2012 Annual Town Meeting.
The purpose of the bylaw is to aid property owners and the Town of Amherst in the preservation and protection of the distinctive characteristics and architecture of buildings and places significant in the history of the Town of Amherst, including the maintenance and improvement of their settings and to encourage and support new and innovative building designs and techniques compatible with the existing architecture.
Responsibilities shall include (as summarized from the bylaw):
Review and regulate construction and alteration of any structure or building within the district, with due regard for the distinctive characteristics of each structure, building and landscape.
Adopt and amend Rules and Regulations consistent with the provisions of the bylaw and M.G.L. Chapter 40C.
Create and amend design guidelines that set forth the designs for certain exterior architectural features that are, in general, suitable for the issuance of a certificate.
Elect officers-chair, vice-chair, and secretary-at the beginning of each fiscal year.
Retain all permanent record of its resolutions, transactions, decisions and determinations.
Undertake educational efforts to explain to the public and property owners the merits and functions of the district.
